Four California men were charged with operating businesses in Orange County, Calif., that offered bogus home loan modification programs to struggling homeowners across the nation, announced the Special Inspector General for the Troubled Asset Relief Program.  As a result of the alleged fraud scheme, hundreds of homeowners were defrauded out of millions of dollars, and many victims also lost their homes in subsequent foreclosure proceedings.
